ENVIRONMENTAL TRANSFORMATION OF THE RUSSIAN HOSPITALITY INDUSTRY: CURRENT STATE ASSESSMENT AND INCENTIVE TOOLS IDENTIFICATION (based on expert survey results)

The relevance of this study stems from the need to accelerate the transition of the Russian tourism industry, particularly the accommodation sector, to the principles of sustainable development. This transition emphasizes the rational use of resources, preservation of cultural values, and engagement of local communities. The study aims to identify challenges and determine the conditions and tools necessary for promoting ESG principles in the Russian tourism sector. The focus of the research is on the current level of environ-mentalization (“greening") in domestic accommodation facilities, as well as the factors that hinder or stimulate the industry’s transition toward eco-friendliness and sustainable development. The study methodology involved a survey of accommodation industry representatives, including owners, managers, and line staff, from various regions of the Russian Federation. A total of 73 questionnaires were collected and analyzed. Additionally, data from open sources, including information on tourists’ preferences regarding sustainable tourism, were utilized. The results indicate that, at present, Russian accommodation facilities primarily implement measures that yield direct savings of resources such as energy and water. However, expert organizations’ recommendations have minimal influence on their “green" agenda. The main obstacles include a lack of domain-specific knowledge, concerns about high costs, insufficient incentives, and low demand for ecotourism products among tourists. The study revealed a strong demand for state support and the creation of a “best ESG practices " repository of in tourism. Most respondents expressed support for establishing a national certification system for eco-friendly and sustainable accommodation facilities. The conclusions and recommendations of this study can be used by government bodies to develop relevant policies, as well as by industry associations and accommodation managers in formulating sustainable development strategies.

DEVELOPING A METHODOLOGY FOR THEORETICAL AND APPLIED RESEARCH ON REGIONAL AND MUNICIPAL MANAGEMENT ISSUES

The article examines the main results and prospective research directions of the Department of Regional and Municipal Administration at the Institute of Economics and Industrial Engineering SB RAS, including the methodological foundations of the strategic planning and management system, the principles and structural elements for forming a new model of managing a region’s socio-economic processes in the context of global economic transformations, the key components of a new strategic management mechanism for the economy, and the justification of management models for the development of Russian regions under geopolitical and economic challenges and threats. Through the analysis and synthesis of institutional aspects of state and municipal authorities’ activities, the study identifies the features of the modern management structure and proposes directions for establishing a coherent system of regional and municipal development management. It also determines the main elements of the state and municipal governance mechanism under new socio-economic conditions in the Russian Federation. The article discusses the key provisions of the regional and municipal management concept under current conditions, which include considering economic interests and contradictions in regional economic development, analyzing interactions between state and market structures, developing an institutional system for managing regional development, assessing the efficiency of regional economic management, and studying formation of a socio-economic environment that enhances the competitiveness of cities and districts. This is achieved by increasing investment attractiveness and ensuring the effective use of budgetary funds. These measures will create the prerequisites for transitioning to a management model that ensures real economic autonomy and strengthens the role of municipal entities in implementing regional economic development strategies.

DIGITAL TRANSFORMATION OF ENTERPRISES IN SVERDLOVSK OBLAST UNDER THE NATIONAL PROJECT “LABOR PRODUCTIVITY”: CHALLENGES AND IMPLEMENTATION PROSPECTS

Digital transformation is a key factor in improving the productivity of Russian enterprises. The national project titled “Labor Productivity” aims to stimulate productivity growth at the enterprise level, including through the adoption of digital technologies. A digital platform, эффективность.рф, developed by the Autonomous Non-Commercial Organization Digital Productivity Technologies (CTP), operates as part of this project. The platform provides enterprises with tools for digitalizing business processes, helping to optimize production chains, reduce costs, and improve management efficiency. This study aims to assess the effectiveness of the government-proposed digitalization mechanism and its demand among enterprises. The subject of the research is the interaction of enterprises with the эффективность.рф digital ecosystem. The study formulates the hypothesis that a systematic and comprehensive approach to state regulation and support measures is essential for advancing enterprise digitalization. The article employs methods of structural and dynamic analysis using data from the Unified Interdepartmental Statistical Information System (UISIS), the digital platforms производительность.рф and эффективность.рф, and the SPARK-Interfax analytical system. We have conducted semi-structured interviews to gather feedback from enterprises participating in the national project regarding the effectiveness of the digital platform. The study analyzes the performance metrics of the эффективность.рф digital ecosystem over the period 2021-2024. The survey results reveal low awareness and interest among enterprises regarding the эффективность.рф platform. The research identifies the challenges enterprises face in digitalizing within the framework of this interaction mechanism. Despite the availability of domestic IT solutions, many enterprises remain unprepared or uninterested in adopting them. The findings of this study can contribute to identifying ways to improve enterprise engagement with the platform, facilitating the successful implementation of digital technologies within the framework of the national project.

This work is a natural extension of the previous study which the authors undertook in relation to the problem of digital transformation of organizations and outlined in the first part of the article. Unlike the first part, here the main focus is on presenting the results of the analysis of the problem of digital transformation of the subject component of economic actors. In addition, the results of the analysis of what organizational order currently exist in organizations, how and with what tools their digital transformation is carried out, why they are not adequate to the new organizational order, where everything is going and what everything can come to will also be presented. Note that the numbering of sections, figures and tables in this work continues the numbering in the first part of the article. Subsequent works of the cycle of articles planned by the authors will discuss the methodological and technological issues of the proposed approach to the digital transformation of the subjects of economic actor management.,

TYPIFICATION OF NAMES OF SOME ASIATIC TAXA OF BORAGINACEAE

The research was carried out as part of the ongoing study of the taxonomy of Boraginaceae in Asian Russia and beyond, as well as in connection with the preparation of the next issue of the “Catalogue of type specimens of vascular plants of Siberia and the Russian Far East”. The article contains information on 138 type specimens of the names of 33 taxa from the Boraginaceae, mainly stored in the collection of the sector of Siberia and the Russian Far East of the Herbarium of the V.L. Komarov Botanical Institute RAS (LE, St. Petersburg, Russia), as well as in the collection of A.P. de Candolle in the Herbarium of the Conservatory and Botanical Garden of Geneva (Conservatoire et Jardin botaniques de la ville de Genève - G-DC, Geneva, Switzerland), Herbarium of C.L. Willdenow in the collection of the Botanical Garden and Botanical Museum Berlin-Dahlem (Botanischer Garten und Botanisches Museum Berlin-Dahlem, Zentraleinrichtung der Freien Universität Berlin - B, BW, Berlin, Germany), as well as in the Herbaria P, BM, K, M, MEL, HAL, H, TK, BR, C, S (scanned images of herbarium specimens are hosted on the Global Plants on JSTOR aggregator). For each type specimen, its category, original label quotation, protologue data, accepted correct name, and necessary notes are provided. A total of 27 lectotypes, 49 isolectotypes, 24 syntypes, 4 holotypes, 2 epitypes, 4 isoepitypes, 4 neotypes, and 24 original specimens are listed. The lectotypes of 21 names of species, the epitypes of 2 names of species, and the neotype of 1 name of species are designated. The categories of the types of 5 previously typified names are clarified. The surveyed type collections contain specimens of the species described by P.S. Pallas, J.G.C. Lehmann, K.F. Ledebour, A. Chamisso, N.S. Turczaninow, A.P. de Candolle (father) and Alph. de Candolle (son), K.I. Maximowicz, V.L. Komarov, M.G. Popov and other researchers of the Siberian and Far Eastern flora. The earliest collections belong to Pallas and I. Sievers.

FLORA OF THE WESTERN TANNU-OLA RANGE (TYVA REPUBLIC)

Floras of mountain territories are of interest due to their species richness. The purpose of this work was to compile a checklist of the flora of the Western Tannu-Ola Range, to reveal protected species of the flora and species that were not previously indicated for the nature region of Tyva, to which the territory of the range belongs. To compile the checklist, data from the author’s expeditions in 2002, 2004, 2005, 2007, 2014 and 2019 were used, as well as the herbarium by other botanists collected on the Western Tannu-Ola Range in 1946-1993 and stored in the Herbaria of the Central Siberian Botanical Garden (NS, NSK). The herbarium was collected in 27 localities, rather evenly distributed over the territory of the range and its foothills. Electronic databases of field records and herbarium specimen labels, created by the author in MS Access, were used in checklist compiling for obtaining information on the distribution and ecological features of species on the Western Tannu-Ola Range. The flora of the Western Tannu-Ola Range comprises 981 species and subspecies of vascular plants which belong to 344 genera and 79 families. The 10 biggest families are Asteraceae (119 species and subspecies), Poaceae (106), Fabaceae (67), Rosaceae (64), Caryophyllaceae (53), Cyperaceae (50), Ranunculaceae (48), Brassicaceae (45), Lamiaceae (35) and Scrophulariaceae (30). All the ten largest families are the same as the ten largest families of the Boreal Region. The family Fabaceae is one of the three largest families of the flora, what was revealed for the flora of the adjacent Tsagan-Shibetu Range and what is peculiar for the Turan floras in the Middle Asia and the flora of Mongolia in the Central Asia. These facts apparently are due tо situation of the Western Tannu-Ola Range on the world watershed, as a result of what its flora has features of both North Asian and Central Asian floras. Twenty six species of the flora are under federal or regional protection and are included into the Red Data Book of the Russian Federation and/or the Red Data Book of the Tyva Republic as rare or reducing in number.

NOTES ON THE DISTRIBUTION AND SEXUAL POLYMORPHISM OF SAUSSUREA CONTROVERSA AND S. STUBENDORFFII (ASTERACEAE)

Distribution of two species of the type section of the genus Saussurea DC. was clarified. S. controversa DC. is reported here for the first time for the flora of China, S. stubendorffii Herd. is new for the Tomsk Region of Russia. For the first time, gynodioecy-gynomonoecy sexual system was described for these species, and it was found that in natural populations of S. controversa and S. stubendorffii female, hermaphroditic and gynomonoecious plants, bearing both types of flowers, are present.

Two new associations representing desert steppes of the south-east of European Russia have been described in the alliance Tanaceto achilleifolii-Stipion lessingianae (Festuco-Brometea). Асс. Carici stenophyllae-Poetum bulbosae Korolyuk ass. nov. (Suppl., Table 1, rel. 1-22) represents desert steppes dominated by semischrubs and bunchgrasses common in the Volga and Don basins on plains and river terraces. Diagnostic species (D. s.): Anisantha tectorum, Carex stenophylla, Erophila verna, Gagea bulbifera, Lappula patula, Leymus ramosus, Limonium sareptanum, Veronica verna.

BIOCLIMATIC AND GEOGRAPHICAL ASPECTS OF TYVA STEPPE VEGETATION

As climate aridity increases, the bioclimatic districts of Tyva form the following series: semihumid district - semiarid district of “rain shadow” - semiarid district - arid district. In this series the upper boundary of the steppe belt varies from 900 to 2300 m above sea level. The purpose of this work is to identify and analyze the patterns of steppe distribution in different bioclimatic districts of Tyva. 800 steppe geo-referenced geobotanical releves have been used. These releves have been attached to 15 associations of floristic classification; units of phytocenotic classification of different ranks have been assigned to them. Releves of one steppe association from one bioclimatic district have been brought together in one group, 22 steppe groups have been deliniated. In the mountains, mosaic of plant communities is determined by humidity and heat supply. The humidity values have been calculated according to the scale of humidity optima; as a criterion of heat supply, the values of height above sea level have been used. In the coordinate system “humidity - height above sea level”, schemes of ordination of 22 steppe groups have been made; differences in their humidity and height above sea level have been statistically verified. Meadow steppe, tussock steppes, bunch-grass steppes with Carex pediformis , bunch-grass steppes and desert steppes with Nanophyton grubovii are found to form a series of humidity decrease, the difference of neighboring steppe types is statistically significant. Widespread in Tyva mountains stony habitats in the semihumid district are covered with background steppes. In semiarid districts, the rocky slopes of steppe belt become the neighboring belt steppe “outposts”; in forest-steppe belt, the rocky slopes wear specific petrophytic bunch-grass steppes. In the arid bioclimatic district, stony habitats retain background steppes. In terms of humidity, the petrophytic bunch-grass steppes and bunch-grass steppes with Carex pediformis have no significant differences. For each bioclimatic district an ordination scheme and a description of steppe vegetation have been compiled. In semihumid and arid districts, 4 steppe associations have been noted in each of them, and 8 steppe associations have been recorded in each semiarid district. The spectra of steppe communities in each bioclimatic district are unique. The steppe vegetation of arid district is the most original (similarity coefficients are 0-0.08), and steppe spectra of semiarid districts are similar (similarity coefficient is 0.64). The geographical distribution of the steppe associations has been modeled using MaxEnt. In the resulting models, the AUC values for training and test samples are 0.96-0.99. The potential area unites the territory where the probability of community finding exceeds 0.5. It has been revealed that the areas of steppe communities in Tyva outline а mosaic of mountain basins and surrounding mountain ranges. The areas of meadow and tussock steppes delineate the boundaries of forest-steppe landscapes, bunch-grass steppe area limits the steppe belt, and desert steppes with Nanophyton grubovii or Stipa glareosa indicates desert-steppe landscapes. Potential area of steppe habitats was found to hold a quarter of Tyva territory. The largest part belongs to bunch-grass steppes with Carex pediformis (31 %), the smallest one - to desert steppes (3 %).

RESULTS OF LONG-TERM MONITORING IN MEADOW COMMUNITIES OF THE KATUNSKIY NATURE RESERVE (ALTAI REPUBLIC, RUSSIA)

Ecological monitoring is a regular long-term observation of various environmental parameters. It is one of the tasks of Russian state nature reserves, fixed in legislation. The southern part of the Katunskiy Reserve until its establishment in 1991 was subjected to cattle grazing. The purpose of this research was to estimate the restoration of meadow plant communities in the Reserve after its establishment. Observations of the floristic composition and species cover in the meadow communities of the Katunskiy Reserve were carried out on three Permanent Test Plots (PTP) measuring 10 10 m. Relevés with lists of species and species cover in percentage were made in each PTP in 1999, 2003, 2008, 2017/2018 and 2022. In order to estimate the statistical significance of the species cover changes, the Wilcoxon signed-rank test for paired samples (wilcox.test function in R) was used. Changes of the species composition and, for some species, fluctuations, decrease or increase of the cover were registered in PTPs during the observation period. For two PTPs, the estimation of these changes by Wilcoxon test gave statistical significance above the threshold limit (p-value > 0.05), what does not allow us to admit statistically significant changes. At the third PTP, statistically significant changes in species cover were registered in 2018 and 2022, compared to 1999 (p-value < 0.05). Apparently, this is a result of the restoration of the meadow community, which has been most disturbed by grazing before the reserve establishment. At this PTP, large-leaved species, which were not registered at the first year of observation, were found in subsequent years: Cirsium helenioides, Angelica sylvestris, Rumex aquaticus; as well as other common meadow species: Ranunculus grandifolius, Trollius asiaticus, Polemonium caeruleum, Viola disjuncta. Some species, common for disturbed habitats disappeared from the PTP: Trifolium repens, Carum carvi, Cirsium setosum, what also should be considered as a fact confirming the restoration of the vegetation cover.
