In this publication, the reasons of the crisis of the Siberian butter manufacturing in the conditions of the New Economic Policy are revealed. The main of these reasons were caused by the State economic policy, the absence of investments and the worn-out material and technical basis, the administration in co-operative building and the loss at peasantry of the material interest in handing over milk to milky plants. The slump in demand for the butter manufacturing and the appearance of mould in export lots were indicative of the great crisis of this branch. However, in the conditions of NEP, the butter manufacturing had not been re-established, and the crisis of the branch was perceived by the governing body as incapacity of the sale and supply forms of co-operation.
In this publication, the actual problems of formation of the phenomenon of "controlled culture" in the USSR of the first half of the 1920s is examined on the example of the activities of the bodies which exercised control of the culture. The author offers his own division into periods of the history of formation of the system of control of the culture on the territory of the Siberian Region, and he also carries out an analysis of the control bodies' competence and plenary powers, as well as the existed potential and real opportunities for formation of regional cultural policy.

The author traces the key stages of migrations of the Russian population to the East. He considers such large-scale migrations of population to be the most important geopolitical potential of the development and modern State of Russia. In the article, much attention is paid to the role of social factor in spatial developing of the East of Russia, as well as to characteristic tendencies of such migrations during the passed centuries and especially the decades of the second half of the XXth century.
The article is devoted to a new and actual theme which has not yet become a subject of scientific research in historiography. The tendencies investigated on the example of Novosibirsk have not only the local meaning but they are also typical for the other eastern regions of our State. The new materials obtained in the local directing bodies and the Regional Statistics Committee are introduced into scientific turn. The authors carry out a complex analysis of the main socio-demographical consequences of the market reforms which took place in Russia, in the last decade of the XXth century. The dynamics of birth-rate and death-rate, the migratory movement of population and changes in its living standard are investigated.
The Russian Empire was a multinational State, and at different stages of the existence, It pursued not the same politics to the national regions and the outlying districts. The author of this article carries out an analysis of some aspects of such imperial policy with respect to the outlying districts.
