The article provides an analysis of the dynamics of the level of health of the Russian population. The level of population health is understood as a composite index constructed on the basis of life expectancy index and morbidity index. We use regional data of the period 2005-2013. In the article a method of measuring the health of the population not for a given region, but for the county population as a whole, is proposed. Also the technique for identification of dynamics of health of the Russian population is given. This technique is based on the principle of stochastic dominance of second order for sample distribution functions of index of population health for regions. In addition, a method of partitioning regions of Russia into clusters, consisting of similar regions on the dynamics of health, is given. The proposed approaches can be used to monitor the health of the population in order to: 1) determine the dynamics of the level of health of the Russian population in the whole country, 2) identify regions with low levels of health that need support.

The article substantiates the use of nonparametric methods of statistical analysis and evaluation of territorial disparities on the basis of official regional information resources of subjects of the South of Russia, characterizing the state and development of priority spheres of activity. Reflect a systematic approach to the analysis and evaluation of territorial differences. To this end carried out the formation of five information blocks on priority directions of development, which are the basis of calculation of the generalized rating estimation in dynamics for four years. The obtained analytical results allow to assess the level of development of the priority sectors in the regions, highlighting the different degree of development, both for individual fields and for individual regions.

Describes the main features of clusters, given a system of factors that affect the process of formation and development of clusters in the region. The proposed method of assessing the potential for the formation and development of clusters, which involves carrying out a systematic analysis of conditions in the region in terms of their favorability for clusters. The proposed method is based on the use of terminology and mathematical apparatus of fuzzy set theory, allows to obtain a qualitative and quantitative assessment of the potential for the formation and development of the cluster in the region.

Despite the popularity of internal crowdsourcing as a tool of increase of effectiveness of personnel, it has not benn analyzed from the point of view of economic theory. Neither was it placed within the system of tools of mobilization of personnel for non-routine tasks. The present paper contains an analysis of internal crowdsourcing from the point of view of Marxist political economy. It is demonstrated that internal crowdsourcing hides alienation of labor instead of elimination it, and contributes to increase of exploitation of employees. Modern socio-economic system of the Russian Federation requires a major upgrade by strengthening intellectual and innovative components of commercial activity of economic agents, which will contribute to the development of business entities as well as the national interests of adaptation to globalization processes «knowledge economy». The article presents a systematic view of the formation of a continuous system of training and development opportunities using modern knowledge management and other cognitive mechanisms to facilitate the modeling of common cultural and professional competencies that meet the current and strategic needs of business, society and the state.

The competitiveness of the economy and Russia’s transition to the innovative path of development is largely dependent on the availability of a sufficient number of high-quality workforce. Concerning this the urgent task is to assess the state of the labor potential of the territory in the monitoring mode. On the basis of the author’s methodology for assessing labor potential, which includes analysis of both qualitative and quantitative aspects, the information-analytical system of labor potential monitoring is suggested. The developed system consists of a database and analytical part, which allows considering labor potential and its individual components from a perspective of the Russian regions. As an example of the system performance the study presents the results of the Russian regions grouping by quantitative and qualitative aspects of labor potential basing on data for 2013, which provides an opportunity to identify the benefits and problems of a specific area in order to develop and implement effective policies in the field of social and labor relations.

The paper presents the results of research aimed at improving career management objects in the residential real estate market. One of the most important aspects of improvement is an informational support of this process. In addition to marketing information, which is collected within the local market, information can be obtained by comparing their own activities with organizations at the regional or international markets, as well as with the activities of the organization with other industry (benchmarking). Learning from the experience of foreign companies in the Office can greatly succeed on the residential real estate market. Given the opportunity, including embedded benchmarking in process of formation of marketing information system, which enables you to explore management in parallel with the promotion, resulting in management decisions are taken to adjust activities to advance. Also structural information is presented for the residential real estate market research, including market factors and communication environment with methods of research.

We considered a question of attempts to make in Russia non-departmental and uniform investigative department. On the basis of studying of the materials accumulated in the State archive of the Russian Federation we analysed draft bills 1991 and 1993 about creation of independent department - the Investigative committee which unites all investigative structure operating at that time. Besides, in article we made the short review by discussion about the draft bills.

The present study shows the current state of grain products sub Novosibirsk region, assessed the prospects of its development, taking into account the need to ensure food security in the region. As the object of research is the grain products sub Novosibirsk region. Mathematical methods are used, comparative analysis, and economic and statistical methods. The scientific novelty of the study is to examine the situation in the combined grain products sub region and the forecast of development until 2030. The practical application set forth in the recommendation will ensure food security for the region such an important category as a bakery and pasta. The main results obtained should be made the following points. Now the area produce enough grain for internal needs. And at the same time there is a lack of existing facilities for the processing of grain into flour in terms of ensuring the regulatory requirements of bread and pasta. And this situation is a threat to food security in the region. In the area required the introduction of new milling facilities that will ensure the production of flour at a level of normative consumption - 286.8 thousand tons per year and should be about 53.1 tons per hour. The work carried out to determine the zoning of the most preferred locations of potential refining capacity. The main criterion while performing optimization of transport costs for shipping grain from the fields for processing. As a result it has been allocated four primary zones. In the context of these zones were calculated recommended processing capacity of grain into flour as of now and in the run up to 2030.

In the current climate of bailout is a significant reduction in traffic flow, reduced warehouse property construction projects, transport infrastructure, which has a negative impact on logistics system, and this, in turn, on the activities of retailers. This article describes the conditions of economic instability caused by the deterioration of relations between Russia and the West, changes in external trade, which affected all sectors of the economy, including the retail trade, where there has been a trend of development of retail trade network. Identifies conditions necessary for the development of ITS logistics systems, including: strengthening of economic relations with international partners, through negotiations, to find the most advantageous partners, effective resource management in supply chains, reducing logistics costs, improved transport and logistics infrastructure and other conditions. Identified emerging trends affecting the logistic system retailers and are priorities for the development of transport and logistics projects in the Russian Federation until 2030, the results of this research may be used in trade.
