The article considers the features of forming of the investment mechanism of territories with a special economic status. The structure of the investment mechanism of such territories, interrelations and interdependence of the integrated tools of stimulation and support of the investment activity are defined. The list of the tools of regulation of investment activity in such territories as well as recommendation regarding their improvement is given. The areas of responsibility of the federal and regional authorities, as well as administration of the territories with a special economic status in creation and usage of the tools of the investment mechanism, are defined.

Due to the crisis in Russian economic system the problem of increase in stability of the business and regional development has acquired special relevance. The article analyses the synergistic effects of the processes of integration and clustering, synergistic principles in respect of cluster formation are outlined, nature of innovative subjects interaction is considered. The author’s approach to form clusters on a basis of integration of different approaches which will allow to consider all possible kinds of a synergistic effect is proposed. Necessity to manage synergies on a basis of effective interaction of industrial, financial, investment and innovative potentials within cluster formation is justified.

The absence of a standard procedure of drafting of regulations in the field of management of quality of life of population is a limitation of the existing method of framing of regulations. It is demonstrated that solution of the following standard tasks for each level of management is necessary for creation of an effective system of management of quality of population: building of input-output models of influence of controlled inputs and control actions on operated and adjuvant outputs; building of the model of interrelation of influence effects of uncontrolled inputs on operated and adjuvant outputs; forecast of values of controlled inputs, influence effects of uncontrolled inputs on outputs of the controlled objects; controlled outputs tasks and control limitations; forecast of values of operated outputs of the controlled objects for control options with allowance for effects of controlled and uncontrolled inputs; forming of algorithms of control computation; estimation of quality of the object management.

In connection with specifics of activity of subjects of housing and communal services of the most actual the problem of completeness and expediency of inclusion of indirect expenses in prime cost of the rendered types of service is represented. The tools of distribution of indirect (laid on) expenses focused on objectivity of an expensive assessment of technological process and competency of reference on a concrete type of the provided services are shown in article.

The author tries to find differences between the terms financial capacity and financial resources. Financial terms of capacity and financial resources in recent years are often used synonymously. The article considers the issue of optimization of a sales portfolio of a manufacturing enterprise. The two criteria approach by H. Markowitz is offered as one of the approaches to management of a portfolio. This approach makes it possible to take into account not only realization of goods profitability but market situation risk as well. The article presents the estimates of the effective sales portfolios (by risk-profitability criteria) of Infraspak-Analit SPE LLC from 2007 till 2013. The optimal structure of a sales portfolio is suggested on the basis of the conducted research, the main reason of discrepancy of the optimal and real sales structure is stated as well. The article also considers some features of the used method, which must be taken into account in the research. Firstly, we are dealing with the special probabilistic market model, where risk is dispersion and expected profitability is mathematical expectation. Secondly, it is expected that the market must have statistical stability with regard to states of the market. Thirdly, this approach is based only on two estimates - estimates of risk and profitability. Fourthly, the approach uses the neoclassical model of a rational behavior of individual, which, in our case, must be identical to the target function of the enterprise.

The paper suggests the methodological approaches to estimation and discusses the results of the calculations of the level of socio-economic consequences connected with differentiation in remuneration of labor, tax and pension payments in the Republic of Kazakhstan and the Russian Federation; the Gompertz function is used in the calculations; socio-economic effect was estimated as the difference of the values, calculated using salary distribution data before and after taxes; the approach to calculation of the tax rate, ensuring decrease of the considered negative effect, is suggested; official data of the government statistics of the considered territories is used as a data base; conclusions are drawn and recommendations are made.

The possibilities of the generalized actuarial basis for accounting in the insurance rates of the expanded policy provisions, both in life insurance and general insurance, are analyzed. It is demonstrated that use of the generalized actuarial basis and statistical modeling makes it possible to develop innovation insurance products and ensure validity of the respective actuarial calculations. The sufficiency of the insurance premia for ensuring the financial stability of the insurer is demonstrated by example of two innovation insurance products (in life insurance and general insurance) using statistical modeling.

The authors analyze the impact of educational level, the size of the regional market and occupational level of Russian regions on wage level and rates. Significant positive relationship between the population density, educational level of the employed population and wage rates of the employed population is found out. The authors conclude that agglomeration effects caused by the concentration of population in cities as well as the population size in the regions and its wage rates have a positive impact on Russian population’s wage rates.

The proposed multi-level study allows to formulate some conclusions about the effectiveness of attracting regional innovation and reproduction, scientific-technological, intellectual and other resources of each individual region to implement the modernization. The item is included in the model factors can be adjusted during the improvement and further development. The universal nature of the technique allows to vary the list of estimated parameters based on the information ability, object of study, and the skills involved analysts. Formed the solver may be relevant to research institutes and regional authorities in the justification of administrative and legal solutions within the framework of implementation of effective programmes for socio-economic development.
